POSITION SUMMARY:
The Academic Dean of Career Education and Learning Partnerships is responsible for the overall management of the programs in two of the College’s five academic divisions: the Division of Business and Technology and the Division of Health and Wellness, as well as other career programs that may reside in other divisions, such as Early Childhood Education. Responsibilities include curriculum development, program review, and program assessment. The management of faculty and advisory groups to improve enrollment in current programs, grow new programs, eliminate or realign low enrolled programs into laddered program options for certificate and/or degree completion, is critical to this position.

In Academic Services, this position works closely with division faculty, program and discipline coordinators, Associate Deans, Dean of Teaching and Learning, Vice-President of Instruction and Learning Services, and Manager of Academic Finance. This position also works closely with staff from the entire college – especially Student Education Services Enrollment Management teams, Marketing, Institutional Effectiveness, Finance, and Administration.

The position manages over 45 advisory committees related to the College’s career academic programs, and ensures relevant and responsive program review and assessment to meet changing employer and student needs. In this role, the Dean of Career and Technical Education Programs leads faculty and staff from across academic divisions toward common goals in program development and growth.

This position is a liaison with health, business, industry and educational partners (universities, career centers and school districts) as well as Corporate Services.

The Dean is the occupational contact with Michigan Workforce Development, under the Department of Talent and Economic Development, Michigan Department of Labor and Economic Opportunity – Industry Engagement Work-Based Learning.

ESSENTIAL DUITES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Faculty

  • In collaboration with the Associate Deans of Business and Technology and Health and Wellness divisions, manages all faculty in these divisions
  • Responds to and resolves difficult an sensitive inquiries and complaints by students, staff, faculty and the general public

Program Development and Effectiveness

  • Coordinates the implementation of over 45 advisory committees for career academic programs to ensure robust committee membership and continual quality improvement – including alignment of course and program learning outcomes with workforce needs in alignment with institutional outcomes
  • Works with faculty to implement program effectiveness model(s) to assess indicators including: 1) alignment of course and program completion rates with institutional goals, 2) data on course, program, and college retention, 3) program graduation rates and impact on college graduation rates, 4) student and graduate satisfaction data, 5) graduate job placement and salary data.
  • Leads faculty to facilitate course and program curriculum improvements to meet the changing needs of employers and students to promote student success.
  • Coordinates the Perkins grant submission, implementation, and reporting to ensure optimal use of funds to support students in career programs.

New Program Identification and Development

  • Utilizes knowledge of new developments and innovations in community colleges to work with faculty and identify new program ideas.
  • Implements new program development ideas after following needs assessment, curriculum, state, accreditation and other appropriate external requirements.
    Program Accreditation
  • Assist in continuous quality improvement of occupational programs by working with faculty, program coordinators, and Associate Deans to ensure accreditation guidelines are met.
  • Reviews programmatic documents for accreditation agencies prior to release to external partners.
  • Assesses data with faculty and Associate Deans – including graduate pass rates, graduate placement and salary gathered by faculty, Institutional Research Office, and other relevant resources in order to compare internal targets and national benchmarks as a measure of program effectiveness.

Program Review and Assessment

  • In collaboration with program coordinators, Associate Deans, and the Institutional Research office, assess current programming to strengthen content, improve employer and graduate satisfaction, and increase community connections through advisory committees.
  • Uses consistent indicators across divisions and programs to facilitate program review of career programs every 3-5 years to meet student, graduate, and employer need.

Enrollment and Retention

  • Works closely with: the Dean of Teaching and Learning (DTL) and Associate Deans to develop and implement course scheduling that follows guided pathways and meets student demand on main campus, learning centers, and external sites; Academic, SES, and College-wide teams to increase enrollment and improve retention; Vice-President of Instruction and Learning Services, the Dean of Teaching and Learning, and Associate Deans to assess academic operations and implement continuous quality improvement measures in alignment with institutional strategic plan.
  • Assists in interacting with both internal and external stakeholders to facilitate smooth high school and adult student transition including review of credit for articulated training and credit for prior learning leading.

Required Qualifications

REQUIRED QUALIFICATIONS:

  • Master’s degree relevant to the position.
  • Knowledge of program accreditation processes
  • Experience in program review and assessment
  • Two years of full time (4000 hours) of occupational experience
  • 3 – 7 years of position related experience

    Occupation/field experience and experience in higher education may be combined to meet the total number of years’ experience required.

Additional Experiences Considered

ADDITIONAL EXPERIENCES CONSIDERED:

  • Experience teaching in community college
  • Experience with Perkins funding
  • Certification in an occupational, career, or technical education program
